Yowch. I did not know that that was going on. Scary!

The construction of permanent bases by the United States is not nearly so ominous as you suggest.

The United States has permanent bases all over the world, most prominently in Germany and South Korea, but also in countries as diverse as Turkey, Uzbekistan and even Australia (remember Pine Gap?).

Part of the American resistance to peacekeeping in African countries like Somalia, Sudan and Rwanda over the years has been that they have hardly any permanent bases in these countries and as such are totally unfamiliar with the environment and a long way from their supply chain.
